Chief Bookem is the only police officer of Cappy Town, and there isn't much for him to do, but he doesn't let that discourage him. He lives in his house (which is also the police station) with his wife, Buttercup. Not only is he a police officer, but also a traffic director.

His name in English is a play on a common slang phrase for arresting someone, "Book 'em".
