He's aimless, elusive, nonchalant, and jokes around normally, but, when he is serious, it is clear that he is an insightful and intelligent individual. He loves to annoy his fellow Agency member, Kunikida.

He was a former Executive of the city's worst underworld organization, the Port Mafia.
